Chapter 31 – Veteran Readiness and Employment (VR&E)

Veteran Readiness and Employment (VR&E) Benefits are managed by the VA Veteran Readiness and Employment (VR&E) Division in the Winston-Salem, NC Regional Benefit Office. In order to receive Chapter 31 benefits, you must have submitted an application and been approved for chapter 31 benefits by the VR&E Winston-Salem Regional Office.

Note: Veterans who have recently relocated to the area must contact the VR&E Division prior to initiating VR&E benefits processing at ECU. The telephone number for VR&E is (336) 714-6099.

 

Complete the following steps to utilize your VR&E benefit here at ECU

 

Step 1 If you have not been approved for Chapter 31 benefits yet, visit the VA Veterans Readiness and Employment application page to apply online.

Step 2 You will be assigned a VR&E counselor that you will need to meet with to seek approval for the benefit.

Step 3 Once approved, have your VR&E Counselor send your “Authorization and Certification of Entrance or Re-entrance into Rehabilitation and Certification Status” (VA Form 28-1905) to East Carolina University. If they need account information, your VA counselor can contact the campus certifying official Josh Dail .

Step 4 Contact your ECU advisor and register for classes at ECU.

Step 5 Read the VR&E Book Ordering Procedures for information on how to obtain your books and supplies each semester.


NOTE:
Any schedule change made after you are certified for the semester, may result in a debt with the VA.

Once your authorization has been received and the school certifying official has processed your certification for the semester, the student accounting office will credit your university account for the tuition and fees that will be paid for by the VA.

If you are an undergraduate on-campus student, you will need to waive out of the student health insurance plans and the ECU First Day book rental program each semester to avoid paying for those out of pocket.
